Abstract
This Regulation provides a comprehensive legal framework for the planning, development, and operation of renewable energy production at sea. It outlines procedures for area allocation, project-specific impact assessments, licensing, and technical planning, including environmental considerations and coordination with other marine industries. The regulation also establishes compensation mechanisms for fisheries affected by offshore energy projects, mandates environmental monitoring, and grants enforcement powers to the Norwegian Water Resources and Energy Directorate. It has undergone several amendments, most recently in 2023, and includes provisions for international obligations such as the BBNJ Agreement.
