Abstract
This Regulation, issued by the Norwegian Water Resources and Energy Directorate (NVE), governs the planning and implementation of measures in situations of energy scarcity and potential power rationing. Its purpose is to ensure that the energy market functions as long as possible, that measures are proportionate and coordinated, and that energy resources are used efficiently in the public interest. The regulation assigns responsibilities to the rationing authority, system operator, grid companies, and other relevant actors, and outlines tools such as consumption quotas, special tariffs, forced disconnections, and control of production. It sets requirements for planning, information exchange, notifications, and evaluations, and authorizes the imposition of orders, coercive fines, penalties, and exemptions when necessary.

Entry into force notes
This Regulation enters into force on 1 January 2024, with the exception of §§ 5–16 and § 27, which enter into force on 1 July 2024.
