Abstract
This Regulation establishes a framework for the exploration and extraction of seabed materials within one nautical mile from Norway’s baseline. It requires permits for both exploration and extraction, which are issued by county authorities after consultation with relevant agencies. Applications must include detailed plans addressing environmental impact, extraction methods, and technical and financial capabilities. Extraction must be environmentally responsible, avoid protected areas, and ensure safety for ecosystems and maritime activity. The Regulation includes provisions on reporting, cleanup, fees, oversight, and protection of cultural heritage, and adjusts the application of the Seabed Minerals Act to better suit nearshore operations.
