Abstract
This Regulation mandates that large energy-consuming enterprises in Norway—those using at least 2.5 GWh annually—conduct regular energy audits to identify opportunities for increased energy efficiency. These audits must cover at least 90% of the company’s energy use and include buildings, processes, and transport. Reports must be submitted to Enova and include potential efficiency measures with cost-benefit assessments. The Regulation allows for compliance through certified energy or environmental management systems and imposes penalties for non-compliance. The Norwegian Water Resources and Energy Directorate (NVE) oversees enforcement, with provisions for mandatory action plans, inspections, and possible fines.
