Abstract
This Regulation establishes a legal framework for monitoring and regulating electricity trading and network activities in Norway. Its main objective is to ensure the efficient operation of the electricity market and the proper management of the power grid, which is considered a natural monopoly. The Regulation sets requirements for the delivery quality and pricing of electricity, mandates safe and socially responsible grid expansion, and protects public and private interests. It applies to tariff setting for network services and the economic and technical reporting obligations of companies involved in power production, trading, and network operations.
The Regulation includes provisions on how licensees must report financial and technical data to the national energy regulator. It specifies definitions (e.g., distribution network, customer-specific costs, plus-customers), requirements for non-discriminatory cost allocation between network operations and competitive activities, and rules to prevent cross-subsidization. Licensees must submit detailed accounts, use prescribed software, follow accounting standards, and provide segmented financial information for different business areas (like distribution, transmission, and sales). The Regulation also outlines how grid-related assets and services are to be documented, evaluated, and reported.
Entry into force notes
This Regulation enters into force on April 1, 1999. Section 7-5, fifth paragraph, enters into force on January 1, 2015, and shall first apply to accumulated under-recovery calculated on the basis of the permitted income for 2015.
