Abstract
establishes legal protection for large, ecologically intact and culturally significant areas across Svalbard, including Sør-Spitsbergen, Forlandet, and Nordvest-Spitsbergen National Parks, the Nordaust- and Søraust-Svalbard Nature Reserves, and 17 designated bird reserves. Its purpose is to preserve Arctic landscapes, ecosystems, and cultural heritage as reference areas for research and for experiencing Svalbard’s natural and cultural legacy. The regulation strictly limits human activity by prohibiting construction, pollution, drone use, mineral exploration, and unregulated access, including specific seasonal restrictions and bans on overflight, motorized transport, and landings in sensitive zones. Tourism is allowed only under guided conditions and within clearly defined areas. Special zones impose further restrictions on access and activity to protect nesting birds, polar bear habitats, and fragile tundra. The Governor of Svalbard enforces the regulation, with exemptions possible for research, emergency services, or essential maintenance. Violations are subject to penalties under the Svalbard Environmental Protection Act.
