Regulation No. 620 on official controls – import controls for antimicrobial medicinal products – Regulation (EU) 2023/905.

This Regulation covers controls on the use of antimicrobial medicinal products in animals or products of animal origin that are imported into the EEA from countries outside the EEA, where Norway is the point of entry into the EEA. It incorporates EU Regulations (notably 2023/905 and 2024/2598) into Norwegian law, prohibiting the use of certain antimicrobials—especially those used for growth promotion or reserved for human medicine—in animals or products exported from third countries. It also assigns enforcement powers to the Norwegian Food Safety Authority, including inspection, decision-making, and sanctions.
At the EU level, the incorporated rules aim to combat antimicrobial resistance by ensuring that imported food products meet the same standards imposed within the EU. Imports are only allowed from approved third countries that can guarantee compliance, and shipments must be accompanied by official certification confirming this. The system relies on existing EU public control mechanisms rather than creating a new one, and includes a detailed list of eligible countries and product categories.
