Abstract
This Regulation establishes the legal basis for charging fees and claiming reimbursements related to the oversight of resource management in petroleum and CO₂ storage operations on the Norwegian continental shelf. It authorizes the collection of an annual sector fee—up to NOK 175,000 per production license (as of 2025)—to cover costs such as digital infrastructure, data management, knowledge sharing, and geological sample preservation. The Regulation also specifies how expenses for supervision activities, including travel and unexecuted inspections, are to be reimbursed, sets hourly rates for such services, and allows for additional guarantees and penalties in cases of late payment. It is administered primarily by the Norwegian Directorate for Mineral Management (Sokkeldirektoratet).
