Abstract
This regulation establishes a comprehensive framework for official controls over the use of pharmacologically active substances in animals intended for food production and the monitoring of residues in food of animal origin. It incorporates and implements relevant EU regulations into Norwegian law, ensuring harmonised standards across the EEA. The core objective is to safeguard food safety and public health by verifying compliance with rules governing approved, prohibited, and non-authorised substances. It defines key concepts (such as illegal treatment and residue limits) and sets out how authorities should respond to suspected or confirmed non-compliance, including sampling, investigations, and coordination between national and cross-border authorities.
The regulation also details enforcement mechanisms and control procedures across the food production chain. It requires authorities to take strict measures when irregularities are detected, such as isolating animals, delaying slaughter, destroying contaminated products, and conducting extensive follow-up investigations. In cases of illegal treatment or excessive residue levels, products are declared unfit for consumption and operators may face ongoing monitoring, financial liability, or loss of authorisation. The framework emphasises risk-based control plans, systematic sampling, and traceability throughout the supply chain, ensuring both preventive oversight and corrective action where violations occur.
