Regulation No. 793 on requirements for greenhouse gas intensity for ships used in connection with petroleum activities.

This Regulation aims to reduce greenhouse gas emissions from ships used in connection with offshore petroleum activities on the Norwegian continental shelf and to promote zero-emission technology. It requires petroleum operators to reduce the greenhouse gas intensity of the combined energy use of covered vessels, including supply, personnel and equipment transport, installation, operation, decommissioning, towing, cable- and pipeline-laying, and emergency preparedness activities around offshore installations. The regulation sets phased reduction targets against a reference value of 91.16 g CO₂-equivalent/MJ: 10% for 2029–2031, 15% for 2032–2034, 20% for 2035–2037, and 40% for 2038–2040. It also establishes rules on eligible energy carriers, documentation, annual and period reporting, verification, transfer of over-compliance between operators, supervision by the Norwegian Environment Agency, exemptions, and administrative penalties for non-compliance.
