Abstract
This Resolution, of the Ministry of Energy, regulates how scientific investigations of natural resources on the Norwegian continental shelf is to be conducted in Norway’s internal waters, territorial sea, and continental shelf. It defines “natural resources” to include mineral and other inorganic seabed resources, as well as stationary marine organisms. The Ministry of Energy grants permits for these investigations, which are typically limited in time and scope, and may be issued to both Norwegian and foreign scientific institutions. Applications must be submitted at least 30 days in advance and include detailed information about the research plan, methods, personnel, and equipment. Permits generally allow non-intrusive methods (e.g., magnetic, seismic, and sampling without drilling) and do not grant exclusive rights or extraction privileges. Researchers must submit final reports to the ministry, adhere to environmental and safety standards, and ensure that their activities do not unreasonably interfere with other marine uses or ecosystems. The ministry retains the right to impose additional conditions and revoke or amend permits as needed.
