Abstract
This Intended Nationally Determined Contribution (INDC) to reduce emissions is a nationwide sectoral document with which Norway updates its first INDC of 2015. The aim of the document is to enhance its nationally determined contribution under the Paris Agreement to reduce emissions by at least 50% and towards 55% compared to 1990 levels by 2030. The INDC covers the following sectors (i) energy; (ii) industrial processes and product use; (iii) agriculture; (iv) land-use; (v) land-use change and forestry; and (vi) waste.
Measure to reduce gas emmissions for Norway are (i) the EU Emission Trading System (ETS) that regulates emissions from industrial plants, power plants, the petroleum industry and commercial aviation. About half of Norwegian greenhouse gas emissions are covered by the ETS; (ii) the Effort Sharing Regulation (ESR) that regulates emissions from transport, agriculture, buildings and waste management and emissions from industry and petroleum not covered by the ETS; (iii) the Land Use, Land-Use Change and Forestry (LULUCF) Regulation that regulates emissions and removals for the land use, land use change and forestry sector; and (iv) support for the development and adoption of low emissions technologies, including carbon capture and storage technologies and electric vehicles as well as policies for renewable energy.
To help eliminate hunger and food insecurity, this INDC aims to adapt to a changing climate, manage and use the country's scarce agricultural resources sustainably, to secure food supplies while emissions of greenhouse gases are reduced.
In order to increase the resilence of livelihoods to disasters, the document aims to reduce GHG emissions to 50% by 2030, covering all sectors and greenhouse gases, consistent with Intergovernmental Panel on Climate Change (IPCC) guidelines.
