Abstract
This Nepal’s Climate Change Health Adaptation Strategy and Action Plan (2023–2030) addresses growing climate-related health risks, including vector-, water-, and food-borne diseases, respiratory illnesses, malnutrition, and mental health issues. Rising temperatures, erratic rainfall, floods, landslides, and droughts have intensified disease outbreaks such as dengue, malaria, and cholera. Vulnerability is highest among women, children, elderly, and marginalized communities due to limited access to health services and resources. Guided by national policies and global commitments under UNFCCC and the Paris Agreement, the Plan aims to build a climate-resilient health system through integrated strategies aligned with Nepal’s National Adaptation Plan (2021–2050).
Adaptation priorities focus on five strategic objectives: 1. Raise awareness, advocacy, and build capacity on climate change and health risks; 2. Manage identification, prevention, control, and treatment systems for climate-sensitive health risks, including disease surveillance, preparedness, and response; 3. Develop and promote environment-friendly and climate-resilient physical infrastructure and technologies in the health sector; 4. Mainstream climate change adaptation into health policies, strategies, and plans at federal, provincial, and local levels; 5. Collaborate and coordinate with multi-stakeholders to minimize health risks through research, studies, and knowledge sharing on climate change and health. Key actions include early warning systems, resilient water and sanitation services, renewable energy in health facilities, and gender-inclusive programs.
