Abstract
These Rules are made in exercise of powers under section 149 of the Cooperatives Act, 2017. They contain rules relating to formation and registration of cooperatives. The eligibility criteria and procedure for registering different types of cooperatives is laid down. Special provisions are made for establishing specialized cooperatives and cooperative banks. The Rules provide for cooperative management, general assemblies, board meetings, and member responsibilities. The criteria for removal of members, conflict resolution, and dual membership prohibition are clearly stated. The Rules also require regular financial audits and training of members. Further, Rules are made in respect of management of funds of the cooperatives, recovery of loans to members, documentation and reporting of activities of the cooperatives.
