Abstract
This Policy document lays down the policies for disaster risk reduction in Nepal. It provides for the background of disasters in Nepal and the legal and policy measures undertaken to address them. The vision of the Policy is to build a climate-adapted and resilient nation safe from disaster risk. The goal is to reduce the risk and damage to people’s wealth, health and livelihoods. The objectives include strengthening disaster risk governance, integration of disaster risk with climate change adaptation activities, effective disaster response and post-disaster recovery. The Policy principles are provided and include coordination between different levels of government, risk sensitive development, multi-disaster risk management and innovation oriented investment.
The Policy contains 59 policy statements that include disaster risk education and awareness, monitoring of natural and non-natural disasters, disaster risk mapping, developing a modern Disaster Management Information System based on remote sensing and geographical information system, establishing National Disaster Risk Reduction Research and Training Institute, developing a flood and drought resistant and climate change adapted agriculture system, insurance and loans for disaster-affected communities, early warning systems and response preparedness, capacity building, and emergency preparedness. The policy implementation measures are laid down and policy coordination, monitoring and evaluation is provided.
