Abstract
This Act provides for coordination and relations between the various levels of governments in Nepal. Chapter 2 lays down the foundation of inter-relations between the Federation, Province and Local Level, in addition to the provisions of Constitution. Chapter 3 contains the matters to be considered by the Federation while formulating law or policy including not encroaching on exclusive powers of Province and Local Level. It also lays down the manner in which the exclusive and concurrent power to legislate may be implemented, designing and execution of projects of national importance by Federation, and collaborations between the various levels of governments. Chapter 4 constitutes the National Coordination Council to manage the coordination and inter-relations between the Federation, Province and Local Level. The functions, duties and powers of the Council are provided along with formation of special committee, the thematic committee, provincial coordination committee and district coordination committee. Chapter 5 provides for resolution of disputes between Federation and Province and Inter-provinces.
