Abstract
This Irrigation Master Plan (Plan) is a 25-year plan for development and management of irrigation sector in Nepal. It consists of five sections: I. Policy Context; II. Assessment of available Land and Water Resources; III. Irrigation Master Plan 2019; IV. Financing Irrigation Master Plan 2019; and V. Monitoring And Evaluation Plan.
Section I sets the context as it describes the irrigation sector in Nepal and takes stock of the key achievements under the Irrigation Master Plan of 1990. It highlights the various irrigation systems in the country and food security scenarios. The section then sets out the policy and institutional landscape including national and sectoral policies, gender, climate change, alignment with the new constitution, organizations at all levels, irrigation and flood management and transboundary cooperation. Section II contains the assessment of available land and water resources including irrigable land soil survey and land use, irrigation suitability, surface water resources like various basins and groundwater resources.
Section III provides the strategic approaches to the Plan with priorities defined in terms of location, technologies and future requirements. The section also lays down the goals and targets which include improvement of existing and development of new irrigated areas; proposed multipurpose and large-scale surface water projects; small-scale ground water projects; gravity and pump irrigation projects for hill and mountain areas; improved irrigation management; decentralised irrigation management unto local government, private operators or water users cooperative; increased fee collection; maintenance or infrastructure; river basin planning; and capacity development at all levels. The section also highlights the need for sub-national plans and conflict resolution between the provinces. Section IV provides the financial requirements for various projects and activities envisaged in the Plan. Section V contains the monitoring and evaluation plan to keep track of the implementation of the Plan.
