Abstract
This Act provides for monitoring and evaluation of development policies and plans to promote responsibility and accountability in their implementation. Chapter 2 requires regular and periodic monitoring and evaluation of plans at all levels of the government. It lays down the criteria for such monitoring and evaluation. The subjects that must be monitored and evaluated are also provided. Chapter 3 contains provisions in respect of the governance mechanism for monitoring and evaluation including the National Planning Commission, the Prime Minister’s office and Council of Ministers. The responsibilities of the head of public bodies in respect of monitoring and evaluation is laid down. In case it is found that there is need for improvement then the evaluating body can make suggestions and responsible officials may be removed. Chapter 4 provides for various committees to be formed for monitoring and development. Chapter 5 lays down the actions that shall be taken against officials in charge of monitoring and evaluation in certain cases.
