Abstract
The National Disaster Response Framework is a national policy with a sectoral approach. The main objective of the Framework is effective disaster risk reduction and management at national, regional, district and local level.
In order to ensure food security and food availability, immediate needs for food and drinking water will be met during emergency situations, as well as a plan will be developed and implemented for food storage in strategic locations at national, regional and district level. The Framework also stresses on young child feeding.
The Framework adopts a twin track approach for disaster response such as (i) emergency response of humanitarian assistance including provision of food and potable water, search and rescue, healthcare, shelter, rehabilitation, relief and treatment etc., and (ii) preparedness for disaster response including early warning system, risk assessment, exchange of information, awareness-raising and capacity building etc. The Natural Calamity Fund, Prime Minister Relief and Emergency Fund, as well as disaster funds allocated by national and international humanitarian aid communities will be used during emergency situations. Besides the Central, Regional, District and Local Natural Disaster Relief Committees, sub-committees will be established for provision of essential services. International assistance may be requested from UN Organizations, Red Cross Movement, regional organizations, donor communities, intergovernmental/non-governmental organizations and international organizations, for disaster response.
The Ministry of Home Affairs is responsible of the implementation of the Framework. Furthermore, the Framework assigns specific roles to governmental and non-governmental/intergovernmental organizations, operation centres at national, regional, district and municipal level, national and international organizations in disaster and post-disaster phases.
