Abstract
This Policy aims to build a gender-equal society by ensuring equal rights, opportunities, participation, and access to resources for women, men, and gender and sexual minorities. The policy is rooted in the Constitution of Nepal, which guarantees non-discrimination and equal rights. It recognizes that despite progress in women’s education, political representation, employment, and access to property, deep-rooted discrimination, violence, harmful social practices, and unequal power structures still persist in society.
The long-term vision of the policy is building a nation with gender equality, while its mission focuses on achieving economic and social transformation through meaningful participation of women in all sectors. The policy supports gender-responsive budgeting, gender auditing, gender-disaggregated data systems, and coordination among federal, provincial, and local governments to mainstream gender equality into all public policies and development plans. It establishes institutional and legal mechanisms for implementation, monitoring, and evaluation of the Policy. National, provincial, and local coordination committees are proposed to oversee implementation and policy reforms. Risk reduction measures include developing clear implementation plans, strengthening coordination among government levels, mobilizing skilled human resources, and creating focal points for gender equality governance. Overall, the policy presents a comprehensive framework for achieving inclusive and sustainable gender equality in Nepal.
