Abstract
The National Land Policy, 2075 (Policy) provides for sustainable management and equitable use of land and land resources in Nepal. It recognizes land as a fundamental natural resource under state sovereignty and emphasizes land’s role in economic growth, environmental conservation, gender equality, food security, and the right to housing. The challenges identified by the Policy include, difficulty in implementing legal frameworks, increase in unplanned settlements, exploitation of land resources, outdated land administration systems, informal and non-transparent land markets and lack of trained professionals and technical infrastructure. The need for the Policy, the vision, goals and objectives are laid down. The goal of the Policy is to effect economic growth and improve living standards through equitable distribution of land, efficient use, and good governance. The Policy lays down six objectives: 1. Ensuring security of land tenure and ownership rights; 2. Guaranteeing citizens access to land; 3. Ensuring optimal use and management of land for environment balance, food security, infrastructure development and safe habitation; 4. Improving real estate valuation and land tax assessment systems; 5. Creating conducive environment for land acquisition for development projects; and 6. Promoting transparency and digital land governance. The strategies for achieving each of the objectives are laid down along with the implementation mechanism. A land tribunal will be established to resolve land related disputes.
