Abstract
This National REDD+ Strategy (2025–2034) provides a ten-year framework to guide Nepal’s forest-based climate mitigation and associated co-benefits. The Strategy aims to reduce emissions from deforestation and forest degradation, enhance carbon stocks, and increase non-carbon benefits from forest ecosystems, while contributing to national development and international climate commitments under the UNFCCC and the Paris Agreement. The Strategy builds on previous initiatives and aligns with mechanisms such as results-based payments and carbon market approaches.
The Strategy defines a vision, mission, objectives, and guiding principles, supported by ten strategic areas and multiple priority actions. These include improving forest management, promoting afforestation and restoration, strengthening governance, tenure and benefit-sharing systems, enhancing private sector participation, and expanding renewable energy access. It also establishes institutional arrangements, safeguard systems, and a national forest monitoring system, alongside financing mechanisms, implementation plans, and monitoring and evaluation frameworks to ensure effective coordination and measurable outcomes.
