Abstract
This comprehensive Policy outlines a long-term vision for making multi-dynamic, equitable and sustainable development of water resources. Its main objective is to contribute to the growth of the national production, conservation, development and management of water resources by equitable development and use of those resources. It defines an integrated approach to water management and use and aims, among other things, at preventing water-related disputes. Thus, it will function as a guide for effective coordination and cooperation among the agencies working in the sector to preserve water resources for future generations. The Policy is also about reducing water-related disasters.
The Policy has seven objectives and 11 strategies. The principal ones are: Utilization, conservation, development, management, and regulation of water resources; Developing water resources sector in a way that is easy, accessible, and equitable to meet the public needs; Establishment of local, state, and federal level bodies for the optimal use, development, management, and protection of water resources; Increasing the participation of private players in water resource conservation and development; Improving study and research activities in the field of water resources and developing concerned institutes Minimize the negative impact on social, cultural, and environmental aspects by effectively managing water-borne disasters; Collaboration with neighboring countries to get access to the sea through inland water transport; Preparing and updating data and statistics on the water availability, quality, existing use, future needs, and supply status in each river basin. The Policy addressed the disputes in distributing water resources between the federal, provincial, inter-province, and local levels.
