Abstract
This Nepal Trade Integration Strategy (NTIS) 2023–2028 aims to strengthen Nepal’s external sector stability and boost exports amid challenges like slow export growth, high trade deficits, and the upcoming graduation from Least Developed Country (LDC) status in 2026. The Strategy sets ambitious targets: raising the trade-to-GDP ratio to 55% and exports of goods and services to 20% of GDP by 2028. It is built on three pillars—creating a supportive trade environment, improving trade-related infrastructure and regulatory systems, and developing competitive products and services for global markets. NTIS emphasizes gender inclusion, labor productivity, and adoption of Industry 4.0 and 5.0 technologies to enhance competitiveness.
The Strategy identifies priority sectors such as agriculture (cardamom, ginger, tea, lentils), forest-based products (medicinal herbs, handmade paper), large industries (iron, steel, cement), and SMEs (carpets, pashmina, jewelry), alongside services like tourism, IT/BPO, hydropower, and construction. It proposes 183 actions, including trade facilitation reforms, quality infrastructure upgrades, bilateral trade agreements, and investment-friendly policies.
