Abstract
The Long-term Strategy for Net-zero Emissions (LTS) contains the long term strategy of Nepal to achieve net-zero emissions by the year 2045. It consists of 4 chapters: 1. Background and Context; 2. Nepal's Long-term Strategy for Net-zero Emissions; 3. Means of Implementation; and 4. Investment and Finance.
Chapter 1 lays down the national and international context for the LTS, policy initiatives undertaken and the process of development of the LTS. Chapter 2 provides the vision of the LTS i.e. minimizing emissions and sustainably achieving net-zero emissions by the year 2045. It enumerates the mitigation scenarios, adaptation elements and sectoral strategies. The sectoral strategies cover the energy, agriculture, forestry and the waste sectors. These strategies include enhancing power generation from renewable energy, electrification of farm machinery, improving soil health, manure management and livestock management, reducing deforestation, promoting forest health, implementing sustainable forest management and energy recovery from waste.
Chapter 3 discusses the means of implementation of the LTS such as legal and institutional measures, capacity building, technology transfer, finance and market mechanism. It also includes the coordination and monitoring, reporting, and verification mechanism. Chapter 4 presents the cost analysis and investment required to achieve targets over the implementation period.
