Abstract
The Recovery Vision of the Government of Nepal is: Establishment of well-planned, resilient settlements and a prosperous society. The guidelines for recovery and reconstruction established the initial goal of maintaining the spirit of national unity, harmony and resilience experienced during rescue, relief and search operations after the earthquake. Utilising the capacity and skill of the Nepalese people to a maximum degree in planning and implementing reconstruction is also part of this Vision.
Five Strategic Recovery Objectives have been identified as follows: Restore and improve disaster resilient housing, government buildings and cultural heritage, in rural areas and cities (1); Strengthen the capacity of people and communities to reduce their risk and vulnerability and to enhance social cohesion (2); Restore and improve access to services and improve environmental resilience (3); Develop and restore economic opportunities and livelihoods and re-establish productive sectors Strategic Recovery (4); Strengthen capacity and effectiveness of the state to respond to the people’s needs and to effectively recover from future disasters (5).
The text consists of 6 Parts as follows: Recovery Vision and Strategic Objectives (I): a) Recovery vision; b) Strategic recovery objectives. Policy Framework for Recovery and Reconstruction (II): a) Preparation of the recovery and reconstruction policy; b) Key elements of the reconstruction and rehabilitation policy; c) Approaches for policy implementation. Institutional Framework for Recovery and Reconstruction (III): a) Mandate of the National Reconstruction Authority (NRA); b) Roles and responsibilities of the NRA; c) Structure and functions of the NRA; d) Time frame for recovery and reconstruction; e) Strengthening of NRA capacities.Implementation Arrangements for Recovery and Reconstruction (IV): a) Implementation arrangement in ministries; b) Local implementation arrangements; c) Non-governmental organisation participation; d) Civil society participation; e) Strengthening local implementation capacity; f). NRA communications and outreach strategy; g) Gender equality and social inclusion in recovery; h) Monitoring, accountability and transparency. Recovery and Reconstruction Financing and Financial Management (V): a) Financing needs and priorities; b) Financing for recovery and reconstruction; c) Flow of approval and payment by type of project; d) Special funds; e) International aid tracking; f) Public financial management; g) Technical assistance on financial management. Next Steps towards Post-disaster Recovery Framework implementation (VI). Two Annexes are enclosed: Summary of the National Reconstruction Act 2072 (1); Matrix: Project Prioritisation by Sector (2).
