Abstract
These Regulations are framed in exercise of the powers provided by section 46 of the Right to Food and Food Sovereignty Act, 2075 (2018). Chapter 2 contains provisions in respect of prevention of hunger. Any family, community or individual at the risk of starvation may be reported at the local ward office and provision of food supplies and healthcare services shall be made available to such affected persons. Chapter 3 provides for food and shelter assistance to destitute families. For this, the criteria for selection, procedure for registration of household and collection of certain information is provided. Based on this the food scheme will be implemented and food aid shall be given for free or at subsidized rates. The minimum quality of food and nutrition security must also be provided.
Chapter 4 makes provisions relating to food sovereignty. This includes fixing of minimum support price, identification and classification of farmers. Further, targeted Agriculture Development Programme is to be implemented for Dalit, tribal and landless farmers. Provisions for agriculture insurance subsidy and compensation under section 20 of the Act are also included. Chapter 5 provides for the framing of National Food Plan, implementation of food and nutrition security schemes, establishment of Food Security Information System and adopting measures to reduce impact of climate change.
Chapter 6 contains regulations relating to food allocation, storage and distribution. Chapter 7 establishes the National Food Council as provided by section 32 of the Act and lays down its powers, duties and functions. Chapter 8 contains the procedure for compensation as per section 41 of the Act. It also provides for the qualification for appointment of inspection officers and lays down their powers, duties and functions.
