Seeds (Second Amendment) Act, 2079 (2022).

This Act amends the Seeds Act, 2045 (principal Act). In sub-section 2.1 of the principal Act, the definitions for crop, agricultural work and notified seeds are substituted and definitions for Ministry, State Committee, Local level, Centre and Organization are added. Sub-sections 3.2, 3.3 and 3.5 of section 3 are amended. Certain sub-sections of section 5 are amended. Section 6 is amended and thereafter, sections 6A and 6B relating to state seed committee and local seed management committee are added. Section 9 relating to seed testing laboratory is amended. Sections 10A and 11 are substituted. Sections 11A and 11B are amended and new sections 11C and 11D relating to confiscation of seeds and compensation to farmers are added. Section 12 relating to quality of seeds and section 15A relating to prohibition on import export are substituted. New sections 15B, 15C, 15D and 15E are added. Sections 16, 19 and 21 are amended. New sections 18A on farmers rights and 21A on prosecution are added.
