Abstract
This Updated National Implementation Plan (NIP) for Stockholm Convention on Persistent Organic Pollutants in Nepal is a nationwide multi-sectoral policy document. It identifies priorities: 1. Legislative framework: Institutional strengthening, legislation/policy formulation on POPs; Harmonization of sector legislation; 2. POPs in general: Public awareness raising, information and education & training; 3. Establish research and laboratory facilities with focus on chemicals and developing PRTR; 4. Environmental monitoring (pre and post disposal); 5. Capacity building at Custom, Quarantine offices and Armed Police; 6 Establishment of network for inter-institutional information sharing; 7. PCDD/F emission control; 8. BAT/BEP : Renewable energy program for household energy need; 9. CP/EE/EM technology : Release reduction from industrial process/establishment; 10. Promotion of intermediate technological solution on hazardous waste disposal; 11. Decontamination and site remediation for POPs contaminated sites; 12. Promotion of electrical crematoria.
Major activities under the action plans to be undertaken for the management (disposal or reduction of emission) or reduction in use of the POPs chemicals in Nepal are proposed in the Updated National Implementation Plan (NIP), including: Establishment of interagency coordination mechanism; Ban on open burning of kitchen and garden waste in urban areas; Formulation of Hazardous Chemicals Management Rules; Harmonization of sector legislations; Establishment of a system for control of illegal import, application and balance between import and demand of pesticides; Establishment of procedures for elimination of releases from stockpiles and wastes; Preparation and adoption of a strategy for inventory of new POPs; Preparation and establishment of control mechanisms and cooperation of inspection bodies to oversee stockpiles, articles in use and wastes; etc.
