Abstract
The Nauru Energy Policy Framework (NEPF) provides a national policy basis for improving efficient, affordable, reliable and sustainable energy services, addressing dependence on imported petroleum, rising electricity demand and the operational roles of the Nauru Utilities Authority and Ministry of Finance. It sets a vision for sustainable energy and outlines seven strategic areas—Power, Petroleum, Renewable Energy, Customers, Finance, Institutional Strengthening and Capacity Building, and Energy Efficiency—with measures such as a 50% renewable energy target by 2015, improved fuel supply and standards, cost‑recovery mechanisms including household prepayment meters, private‑sector partnerships and strengthened technical capacity. Implementation relies on the Nauru Utilities Authority (NUA) and Ministry of Finance, supported by regulatory reforms, public information, stakeholder engagement and donor or private financing.
