Abstract
The Republic of Nauru Framework for Climate Change Adaptation and Disaster Risk Reduction (RONAdapt) is a national policy with a multi-sectoral approach. The overall objective of the RONAdapt is to increase Nauru’s resilience to climate change and disasters, by giving priority to water security, energy security, food security, a healthy environment, a healthy people, and productive, secure land resources.
Food security will be ensured by increasing agricultural production and therefore decreasing the dependence on imported foods.
Local community will be supported in strengthening the resilience of Nauru to future scenarios through empowerment of disadvantaged individuals or groups, empowerment of women, youth development and engagement in community building activities, the strengthening of social networks and improving livelihood opportunities for households and small businesses.
Disaster management and emergency response planning will be developed with focus on improving preparedness, strengthening institutional capacity and creating community awareness about disaster response. The priority climate change adaptation and disaster risk reduction actions for the agriculture sector are improvement of water security for agriculture needs, increase in household engagement with agriculture and livestock, and improvement of skills and practices to increase productivity and make crops less vulnerable to extreme events. In the fisheries and marine resources sector, fish resources will be monitored regularly with the assessments of climate change and disaster impacts on coastal resources through fisheries and marine resources data system. Integrated fisheries management will be developed by supporting a community based ecosystem approach to fisheries management, as well as promoting fisheries education and training programs. Aquaculture will be promoted with the aim of reducing the pressure on coastal fisheries in line with food security. Furthermore an Integrated Coastal Zone Management Plan will be developed. Biodiversity conservation and environmental protection are also key areas in climate change adaptation and disaster risk reduction. Flora and fauna will be protected through eradication and control of the invasive species and areas will be designated for biodiversity conservation. In order to establish safe, reliable, affordable, secure, efficient and sustainable water supply, actions will be taken such as (i) National Water Audit will be conducted, (ii) water resources and sanitation monitoring and reporting system will be set up, (iii) water supply and storage capacity will be increased, (iv) water demand will be reduced, (v) public awareness will be raised regarding water use efficiency, (vi) groundwater resources will be rehabilitated and protected, (vii) early warning system for extreme seasonal weather and climate events relevant to water supply will be developed. Resilience will be increased to climate change in energy sector by reducing electricity demand for water, expanding renewable energy capacity, reducing transport fuel use, training local communities in energy efficiency and renewable energy and upgrading fire protection system. Land management actions will be taken to contribute to climate change adaptation and disaster risk reduction to increase availability and productivity of land resources and to improve waste management to reduce land degradation and contamination risks.
