Abstract
The National Multi-sectoral Plan on Antimicrobial Resistance shall be implemented for the period of 5 years between 2021 and 2025. The overall goal of this policy is to strengthen capacity building for preventing and treating infectious diseases with quality, safe and efficacious antimicrobials in a culturally sensitive and responsive manner.
The policy and legislative framework will be strengthened to ensure the availability and wise use of quality antimicrobials for human and animal health. Guidelines will be developed for controlling the use of antimicrobials for human and animal and for market authorization and registration of antimicrobials that are imported to the country. Institutional capacity building will be strengthened for effective implementation of the national action plan. A National AMR committee will be established and a National Action and Operational Plan for AMR will be developed for effective implementation of this policy and AMR-related actions. This National Action Plan on Antimicrobial Resistance will be reviewed every three years, or more frequently if necessary. The cooperation between the institutions, sectors and communities will be strengthened, with a special emphasis on information sharing on the situation of AMR and use of antimicrobials across institutions, sectors and communities. Communities' awareness will be raised on effective sanitation and hygiene. Furthermore, an educational program on AMR and its rational use and sanitation and hygiene will be inserted into curricula in schools at all levels. Water, Sanitation and Hygiene (WASH) program and guidelines will be developed for communities and schools to promote safe water and hygiene practices. Professional education and training will be provided to health-care workers, livestock officers and para-veterinarians and their registration will be mandatory for annual competency accreditation/licensing. The appropriate number of laboratory staffs will be deployed in microbiology unit and their capacities will be strengthened on microbiology and quality antimicrobial susceptibility testing. The infrastructure will be developed for AMR surveillance, such as providing equipment to the national laboratory to conduct and record antibiotic testing.
Fit-for-purpose systems will be developed for random sample collection and testing on meat and other food product imports for AMR pathogens and antibiotic residues. Collaborative research projects on AMR in human and animal health and the environment will be promoted. Measures will be taken to reduce the incidence of AMR through effective infection prevention and control measures, food safety and hygiene. Medical waste management system will be improved and expired drugs and non-registered drugs and medical waste will be disposed. Infection prevention and control and biosecurity will be strengthened in animal husbandry and farmers, livestock officers and para-veterinarians will be trained on this subject regularly. A policy on withdrawal period of antibiotic use for farm animals will be developed to ensure food safety. Good Hygienic Practices will be implemented in food handling and processing and HACCP system will be established.
