Abstract
The National Social Protection Strategy 2022–2032 of Nauru is a comprehensive framework aimed at strengthening the island nation's social protection system to reduce poverty, vulnerability, and inequality while promoting social inclusion and resilience. The strategy centers on adopting a life cycle approach, gender responsiveness, needs- and evidence-based programming, shock responsiveness, and good governance, with key goals including expanding coverage, improving program targeting and administration, promoting employment, and ensuring financial sustainability.
The strategy outlines six integrated priority areas: (1) Strengthening leadership, multisectoral collaboration, and governance by designating a lead agency and coordinating efforts; (2) Enhancing targeting and administration through building human capacity, developing unique beneficiary identifiers, digital delivery systems, grievance mechanisms, and increasing awareness; (3) Establishing needs-based and evidence-based programs supported by robust monitoring, evaluation, and a management information system; (4) Expanding and improving social protection programs with a particular focus on poor working-age adults and alignment of benefits with inflation; (5) Promoting employment and labor market integration via upskilling, livelihood support, especially for women, and labor mobility; and (6) Ensuring sustainable financing through fiscal space analysis and long-term budget planning. The plan includes a 10-year detailed implementation roadmap and a monitoring and evaluation framework to assess progress and impact, guided by gender and equity principles to support Nauru's broader sustainable development goals and social welfare objectives.
