Abstract
This is a five year plan to increase resilient food production systems for food and nutrition security in a changing climate through the application of climate smart agricultural practices. The specific goals of the Policy are increase production and productivity of local food systems; increase marketing and consumption of local foods; improve governance and coordination on climate smart agriculture and food and nutrition security; and strengthen stakeholder capacity. Section 2 of the text designs the CSA planning process, and in Section 3 the Policy provides a situational analysis on climate change, land degradation, land use planning and loss of traditional knowledge. The Policy further lays out the national goals outlined in the NSDS that are water security; energy security; food security; healthy environment; healthy people and productive and secure land resources.
For implementation of the goals of the Policy, the text provides plans for: increasing crop production and productivity by resilient and diverse nutritional crop-varieties, integrated pest and disease management, and backyard gardening (1); increasing livestock production and productivity contributing to household food security (2); improving soil health and water availability (3); and improving natural resource management through sustainable agriculture practices. The text further describes provisions for improving awareness on food and nutrition security, establishing market opportunities for local foods, and strengthening agricultural information knowledge management systems. The final section of the text outlines the implementation arrangements. The text contains 6 Sections and has 4 Annexes.
