Abstract
The Plan outlines the rationale for adopting an integrated approach to infrastructure investment management in Nauru, highlighting challenges such as high costs, environmental constraints, declining revenues, limited technical capacity, and land-use complexities, alongside the need for improved asset management practices. It establishes a national asset register, performance indicators, and service-level targets, while integrating capital investment planning with a structured asset management framework (NIAMF). The Plan presents a prioritized, evidence-based pipeline of infrastructure projects across sectors—covering rehabilitation, upgrades, new developments, and maintenance—alongside technical and financial benchmarks, funding estimates, and partner contributions. It also defines institutional roles, implementation arrangements, and capacity-building needs, supported by monitoring and evaluation mechanisms and detailed technical appendices to guide transparent decision-making and long-term infrastructure management.
