Abstract
The Ozone Layer Protection (Forms and Fees) Regulations 2025 implement the Ozone Layer Protection Act 2017 by establishing procedures for quota allocation, licensing, fees, reporting, and enforcement relating to controlled ozone-depleting substances, in line with the Republic’s obligations under the Montreal Protocol. The Regulations prescribe requirements for applications, licence issuance, import and export declarations, maintenance of a Register of Licences, and the allocation, review, revocation, and reallocation of quotas for controlled substances. They further provide inspection and enforcement powers, including seizure and disposal procedures, record-keeping obligations, and cost recovery mechanisms.
