Abstract
The purpose of these Regulations is to safeguard and regulate agricultural and animal activities for the overall welfare of the people of Nauru. Parts I through X outline methods to prevent the introduction and spread of harmful insects, pests, and diseases within Nauru. They establish procedures and conditions to ensure the safe movement of plants, animals, and their products into and out of the country, while also fulfilling international obligations to prevent the spread of pests through global trade and transportation.
Part II of the regulations outlines general requirements for plant and animal quarantine in Nauru, including entry points, notification of regulated articles, document availability, and inspection procedures. It grants powers to the Chief of Quarantine for the inspection and treatment of arriving goods, disposal of garbage, and management of quarantine areas. It also includes provisions for quarantine permits, seizure, destruction of pests, and emergency quarantine measures. Importers bear the cost of transport, storage, and treatment. Part III details the appointment and powers of inspectors, including authority to search, access documents, and open shipments. Part IV addresses plant quarantine specifically.
