Abstract
The main purpose of the POPs project was to include action plans that were geared towards reducing and where feasible, eliminating the release or production of the scheduled chemicals. The secondary aim of the project was to also contribute to the national waste minimization programme of the country. The National Environment Coordinating Committee (NECC) was designed to direct and coordinate the implementation of the various aspects of the project. The specific activities that the NCC undertook included the following: (1) Developing an inventory on POPs; (2) Capacity building activities; (3) Education and Awareness Raising programmes; (4) Reviewing Legislation; (5) National Implementation Plan coordination and development. There are a number of barriers that the Government has recognized for the implementation of this Strategy that include scarce capacity in chemical management; and establishment of proper institutional and infrastructural systems to manage hazardous substances in an environmentally sound manner.
The Policy provides several action plans as objectives for implementation of this Policy that are related to Unintentional Releases of POPs, Legislation, Public Education and Awareness, Capacity Building and Education, and Action Plan on Priority Areas. For each Action Plan the text lays out provision for background, and objectives, actions and management. The Policy is designed in 3 Chapters and has 3 Annexes as follow: (1) Introduction; (2) Country Baselines; and (3) Strategy and action plan elements of the national implementation plan.
