Abstract
This Policy is submitted pursuant to Article 4.2 of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC). This updated NDC implements goals to achieve climate and sustainable development objectives and to deliver significant climate change benefits. This Policy is drafted in line with the aim of the Government of Nauru to eradicate poverty and to improve the safety, security, and quality of life of its citizens. The text is designed to achieve the Sustainable Development Goals and is fully integrated with the country National Sustainable Development Strategy (NSDS). The updated NDC has been structured around the following seven national sustainable development priorities: Productive Land; Healthy and Productive People; Water Security; Food Security; Energy Security; Healthy Environment; and Good Governance. The text further requires for achieving gender equality and women empowering as a key outcome of the NSDS and to achieve a balance between anthropogenic emissions as 2050 aspirational goal.
Gender equality and emissions control are addressed in the context of the sustainable development. The text further provides for developing master land use planning for relocation of homes and critical infrastructure to topside as part of Higher Ground initiative and conduct technical assessment of coastal erosion and develop plan for implementing hard and nature-based solutions. Improving education and integrating climate change issues in the school curriculum, and improving public health system are addressed in the goals. The Policy lays out for securing a safe and reliable water supply for all citizens, and installing operations for water production, storage and delivery. The text further refers to development of domestic food production as a key element for food security and emphasises on maintaining agricultural technical trials for improved and long-term food security initiatives in the country. In energy sector, the Policy aims for establishing energy security through power generation by renewable energy and establishing a grid capable of providing stable and affordable power. The text further refers to enhancement of waste management facility and improving organization and physical structure of dumpsite cells to prevent contamination of groundwater supplies. The Policy further describes the goals for protecting biodiversity and restoring ecosystem. In final parts the Policy provides for institutional and governance arrangements to support implementation of climate priorities; and national long-term risk assessment.
