Abstract
The NDC presents mitigation and adaptation commitments aligned with national development priorities. Central to mitigation is the energy sector, where Niue commits—conditionally on international support—to increasing renewable energy generation to 80% by 2030, promoting energy efficiency, and reviewing legislation to reduce fossil-fuel dependency. Given that Niue is a net carbon sink, the country also commits to enhancing carbon storage by restoring degraded land and maintaining extensive forest cover. The NDC details comprehensive sector-based adaptation strategies across water, agriculture, fisheries, tourism, ecosystems, oceans, health, and disaster risk management. It prioritizes investments in resilient water infrastructure, improved groundwater management, climate-smart agriculture, sustainable coastal fisheries, and preservation of terrestrial and marine biodiversity. A particularly notable component is Niue’s pioneering approach to marine conservation through the Niue Ocean Wide Trust and its commitment to manage 100% of its EEZ, including 40% as a no-take Marine Protected Area.
The NDC also recognizes cross-cutting themes essential to its climate resilience, including Loss and Damage assessments, invasive species management, waste and pollution control, and gender and social inclusion. It underscores the need for capacity building, strengthened legislation, and reliable climate data systems. Achieving the NDC targets will depend heavily on international support for finance, technology, and capacity development. Throughout, Niue emphasizes the cultural significance of the natural environment, the role of traditional knowledge, and the importance of equitable, community-centred climate action to safeguard its people and ecosystems for future generations.
