Niue National Security Strategy 2025–2029.

The Niue National Security Strategy 2025–2029 sets out a comprehensive framework to protect the safety, wellbeing and way of life of Niue’s people, grounded in indigenous values, culture and a whole-of-society approach. The Strategy identifies key national security challenges, including climate change and environmental security, critical infrastructure, and health and food security, alongside emerging risks such as cybercrime, transnational organised crime, fiscal pressures and geopolitical developments. It is structured around three pillars—Looking In, Looking Out and Looking Ahead—which respectively address domestic resilience, external engagement and preparedness for future challenges. The Strategy aligns with the Niue National Strategic Plan, regional commitments under the Boe Declaration on Regional Security, and global frameworks such as the Sustainable Development Goals, and includes a detailed roadmap of actions for the period 2025–2029 to guide implementation, coordination and review.
The Strategy emphasises governance, coordination and accountability as core components of national security, highlighting the role of robust decision-making, legislative updates and risk-informed infrastructure planning. It reaffirms Niue’s constitutional relationship with New Zealand and the importance of regional and international cooperation in addressing shared and transboundary security challenges. Implementation is supported through a phased roadmap with assigned responsibilities, periodic review mechanisms and alignment with national development planning, ensuring the Strategy remains responsive to evolving risks and priorities through to 2029.
