Abstract
This Act establishes the Fishing Industry Board, defining its functions and powers. The Board is composed of 8 members, serving for a term not exceeding three years: 1 Chairman, 1 representative of persons engaged in the taking of fish for purposes of sale, 1 representative of wholesalers and processors of fish, 1 representative of retailers of fish, three other members and one member to be either the Director-General or his nominee. All members shall be appointed by the Governor-General on recommendation of the Minister of Agriculture and Fisheries.
The functions of the Board include: the promotion of the New Zealand fishing industry, the promotion of external trade while ensuring adequate supply of fish and fish products at a reasonable price in New Zealand, the promotion of quality and hygiene standards, the solving of problems relating to the economic production of fish and fish products, finance and research.
The Board is given the power to act as a Commission under the Commissions of Inquiry Act 1908, in order to obtain any necessary information for the carrying out of its functions. The Board shall fix levies on the sale and export of fish so as to provide funds for the Board. Persons affected by decisions of the Board have a right of appeal within 28 days of notice of the decision, according to section 35a. The Board must report to Parliament each year.
The remainder of the Act deals with financial provisions, administrative matters and regulation-making powers of the Minister.
