Abstract
The purpose of this Act is to promote competition and efficiency in the grocery industry for the long-term benefit of consumers in New Zealand. The legislation outlines the obligations of grocery retailers under the grocery supply code, the power to designate such retailers, the process for making and amending determinations related to the code. The Act empowers the Commission to conduct inquiries, prepare reports, and make recommendations to the Minister regarding regulations, determinations, and Orders in Council related to the grocery industry. The Commission is required to prepare an annual report on the grocery industry, which must be submitted to the Minister and published for public access. The Act also outlines the process for consultation on draft reports, ensuring that stakeholders have the opportunity to provide feedback before the final report is prepared. Additionally, the Act includes provisions for warning notices to be issued to regulated grocery retailers, requiring them to comply with specified requirements within a specified timeframe.
