Abstract
The Healthy Eating – Healthy Action: Oranga Kai – Oranga Pumau Implementation Plan: 2004–2010 implements the Healthy Eating – Healthy Action: Oranga Kai – Oranga Pumau Strategy (HEHA) launched in 2003 providing details on how to tackle the growing problem of poor nutrition, physical inactivity and obesity. The groups involved and that who will benefit from this work are wide ranging. Actions have been included to enable the priorities of all population groups to be considered on the basis of need.
The Plan is framed by three cross-cutting strands: 1) the objectives based on the Ottawa Charter and the approaches for action from HEHA; 2) the key priorities of HEHA; 3) He Korowai Oranga: The Maori Health Strategy.
The Plan provides for specific actions for each of the implementation objectives: 1) Build healthy public policy; 2) Create supportive environments; 3) Strengthen community action; 4) Develop personal skills (includes wider workforce involved in promoting nutrition and physical activity including industry and education); 5) Reorient health services ; 6) Monitor, research and evaluate; 7) Communication; 8) Workforce (health and physical activity workforces).
To help eliminate food insecurity, the Policy, as per the Strategy that implements, embeds in its vision, goals and actions recommendations to ensure consistent nutrition, healthy food, energy balance, essential nutrients, food choice, etc.
To enable more inclusive food systems, proposed interventions aim for instance establish effective formalised mechanisms to facilitate meaningful Maori participation at all levels; promote the development of policies at all levels (national, regional and local) across all relevant sectors and in key settings that support healthy food choices and participation in physical activity for children, young people and their families and whanau including older people, etc.
