Abstract
This Act, consisting of 31 Parts and 9 Schedules, aims to promote safety in maritime transport, promote protection of the marine environment, administer New Zealand’s participation in the conventions and any other international maritime or marine protection convention, agreement or understanding to which the Government of New Zealand is a party, and to ensure New Zealand’s preparedness to respond to marine oil pollution spills.
The Act makes provision relating to marine pollution; protection of the marine environment from harmful substances, hazardous ships, structures and offshore operations and from dumping, incineration, and storing of waste; plans and responses to protect the marine environment from marine oil spills; civil liability for pollution of the marine environment; compensation from the International Oil Pollution Compensation Fund for pollution damage; Maritime New Zealand Authority; offences and penalties; etc.

An Act to: continue the Maritime Safety Authority of New Zealand; enable the implementation of New Zealand’s obligations under international maritime agreements; ensure that participants in the maritime transport system are responsible for their actions; consolidate and amend maritime transport law; protect the marine environment; and to continue, or enable, the implementation of obligations on New Zealand under various international conventions relating to pollution of the marine environment.
