Abstract
The objective of this National Policy Statement is to reduce greenhouse gas emissions by managing air discharges from industrial heat production to mitigate climate change. Policies focus on avoiding or phasing out emissions from new and existing heat devices that burn coal and other fossil fuels, especially where lower-emission alternatives are feasible. Additionally, regional councils must consider cumulative greenhouse gas effects when granting permits, and existing permit holders must update their emission plans to align with technological advancements and best practices. Regional councils must report to the Minister for the Environment, upon request, on the number and volume of greenhouse gas emissions consents granted for industrial process heat, progress in reducing emissions, and compliance with consent conditions.
