Abstract
The Water Services Legislation Act 2023 has 2 major parts; part one is amendments to water services entities Act 2022 and part 2 is amending other legislations. The amendments cover broad scope of topics in water sector including establishment of several regional water services entities (WSEs) in New Zealand to manage drinking water, wastewater, and stormwater services. These entities operate independently but remain accountable to both the communities they serve and the central government. The Act emphasizes governance and accountability through transparent operations, regular reporting, and stringent standards for drinking water safety and quality. It includes mechanisms for funding water infrastructure, ensuring equitable access and affordability, and outlines a transition plan for shifting responsibilities from local governments to the new WSEs.
