Abstract
This Ministerial Decision is composed of 2 articles and an attached Regulation. Article 1 implements marine environmental management permits according to the attached Regulations.
These Regulations forbid the dumping or transportation of liquids between marine installations without a permit (art. 2). Permits to dump sold materials or transport liquid waste are valid for 3 months. The permit holder is required to inform the Ministry of the dates of dumping or transportation. Fees are given in article 4. Exceptions are given in article 5. Article 7 provides the specifications of permits for dumping sold materials. These include, among other things, the submission of lists detailing the quantity and quality of materials to be sunk. Radioactive and hazardous materials are not to be included amongst these. The permit holder may not alter the materials to be sunk, the location, or the quantity specified in the permit. Article 9 provides guidelines on the requirements for permits to transport liquid waste between installations. Articles 11-12 focus on diving permits outside nature reserves. Anyone diving without a permit or diving in areas where diving is not permitted is to be fined a maximum of 100 Omani Riyal, increased to 200 Omani Riyals if they repeat the violation.
