Abstract
The Vision of the present sectoral Strategy and Action Plan is to respect and treat in a sustainable manner the world as God's creation.
The Mission of the Strategy is formulated as follows: “To conserve the biological diversity of the Sultanate and its marine environment, in accordance with the articles of the Convention on Biological Diversity, for the benefit of the present and future generations of Omanis and for mankind as a whole, with respect to the guiding principles of Islam”.
Main strategic goals are: safeguard habitats and productive renewable resources for rational and sustainable exploitation; conserve habitats, plant and animal diversity; improve the understanding of ecosystems and increase resource management capability; advocate the need to conserve biodiversity and use biological resources in a sustainable manner; develop legislation that insures the conservation of biodiversity, develop incentives that will promote biodiversity conservation and provide employment for local people; involve local community and concerned stakeholders as prerequisite for successful conservation and sustainable resource use initiatives; and equitably share the benefits of sustainable resources, including genetic resources, at local and regional level.
Strategic priority action areas have been highlighted, for each one specifying the objectives to be achieved and, adopting a twin-track approach, the priority actions to be undertaken. These areas are: conservation of natural resources (protected areas, endangered species, ex-situ conservation); terrestrial and freshwater faunas; marine life and fisheries; terrestrial and aquatic flora; agriculture, energy and mineral resources; industry, technology and services; urban environment; water resources; environmental emergencies; public, private and NGOs sectors participation, social and spiritual values; and quality of life.
Implementing this National Biodiversity Strategy and Action Plan needs the creation of a Biodiversity Steering Committee and a National Biodiversity Office to be responsible for: filling annual reports on policies, activities and plans aimed at implementing the Strategy; co-ordinating its implementation, encouraging non-government participation in this process; and periodically reviewing the Strategy.
