Abstract
These Regulations, comprising 8 articles, prohibit, at Article 2, the engagement in the activity of operating an independent carrier unless obtaining a permit from the licensee in the concerned geographical area. The permit application must be submitted to the licensee on the designated form, accompanied by the necessary documents. A unified Service Level Agreement (SLA) between a licensee and an independent carrier operator must detail technical standards, complaint handling procedures, inspection protocols, emergency response procedures, and breach protocols, with the exception of special agreements approved by the Authority that still mandate technical standards. The licensee oversees independent carrier operations within their licensed area, which involves managing permits, creating and approving SLAs, monitoring carrier compliance, installing tracking devices, maintaining electronic records of carrier data, and ensuring adherence to regulations regarding carrier specifications and operational duties, including proper use and maintenance. Article 8 provides for penalties in case of violations.
